Use the Federal Tax Request page to submit a federal tax change request. An employee is required to submit a new W-4 Form under these conditions:
The employee is hired to start work on or after January 1, 2020
A current employee submits a request to change their Federal tax record , e.g., change in marital status or an additional withholding adjustment, on or after January 1, 2020.
If the Federal Tax Change Request is submitted with a start date prior to January 1, 2020, there is no change in the current process. The employee can submit a change only to Marital Status, Number of Exemptions, and/or Additional Withholding. However, if the Federal Tax Change is submitted with a start date on or after January 1, 2020, the employee must complete a new W-4 Form and submit a request that contains the information in that form. The Exemptions field is disabled because it is not part of the new Federal tax deductions.
When a Federal tax change request with a W-4 Start Date on or after January 1, 2020 receives final approval, a W-4 record is created in Alio and the existing federal tax deduction record is end-dated automatically with a date one day prior to the W-4 Start Date. For example, if the W-4 record created in Alio has a start date of 01/01/2020, the existing federal tax deduction record is assigned an end date of 12/31/2019.
If a future federal tax deduction record exists with a start date that is prior to the start date of the new W-4 record, the future federal tax deduction record is also end-dated with an end-date one day prior to the W-4 record. However, if that future federal tax deduction record has a start date greater than the new W-4 record, the new W-4 record is assigned an end-date one day prior to that future deduction. For example, if the existing future record has a start date of 3/1/2020 and a new request is submitted with a 2/1/2020 start date, a new deduction record would be created for 2/1/2020 - 2/29/2020 and the existing future deduction would remain unchanged.
Click the Request Tax Changes link on the Payroll page. The Tax Requests page displays.
Click the New Request link. The Tax Requests page displays.
The Request Type field defaults to Federal, and the Current Federal Tax Information area displays your current federal tax values defined in your electronic personnel record.
The message displayed in the General Information area is entered by the LINQ EP administrator. This message may change so it is important to read the message each time you make a request. |
Follow this procedure to submit a change to your W-4 prior to January 1, 2020. You can change only the Marital Status, Exemptions, and Additional Withholding fields. All other fields are disabled (grayed out).
In the W-4
Start Date field, click the Show
Calendar button
to select the date prior to January 1, 2020 that the change will to
go into effect; or type the date prior to January 1, 2020 in mmddyyyy
format. This field is required for marital status and exemption changes.
Leave this field blank if entering an Additional Withholding request.
The Exemptions field is activated.
Click the Marital
Status Drop Down List
button to select your changed deduction plan marital
status, if applicable. Leave this field blank if your marital status
has not changed.
In the Exemptions field, type the number of exemptions to claim on your federal taxes. Leave this field blank if your exemptions have not changed.
In the Federal Tax Change Request area under Additional Withholding Changes, enter the following fields if applicable to your situation:
In the Start
Date field, click the Show
Calendar button
to select the date this additional withholding change will begin.
This field is required.
In the End
Date field, click the Show
Calendar button
to select the date this additional withholding change will end, if
applicable. Leave the End Date
field blank to make the additional withholding change permanent until
another change request is submitted.
In the Amount field, type the additional withholding amount for the request.
In the Comments area, type comments to the approver about this request.
Click to select one of the following options:
E-mail me each step of the approval process radio button to receive an e-mail notification each time the request is approved.
E-mail me only on the final step of the approval process radio button to receive an e-mail notification only when your request receives final approval.
Do not e-mail me about this request radio button to not receive any e-mail notification about the approval status of your request.
Click the
button to submit your request. If the E-mail
me each step of the approval process radio button is selected,
you will receive an automated e-mail that contains the request details
and its current status (pending).
The request is automatically routed to the first approver in the approval chain.
Reminder that if submitting a Federal Tax Change Request with a W-4 start date on or after January 1, 2020, you must complete a new W-4 Form and submit a change request that contains the information from that form. The Exemptions field is disabled because it is not part of the new Federal tax deductions.

In the W-4
Start Date field, click the Show

to select the date on or after January 1, 2020 that the change will
to go into effect; or type the date on or after January 1, 2020 in
mmddyyyy format. This field is required.
The Exemptions field is disabled (grayed out). Exemptions will equal zero (0) because they are not part of the new Federal tax deductions.
In the Exempt field, select the appropriate value:
Click to select the Yes option if you are exempt from the federal tax deduction in 2020. The federal tax amount is not withheld from the your pay. If the Exempt status is equal to Yes, leave the remaining fields blank.
Click to select the No option if you are not exempt from federal tax deduction in 2020.
Click the Marital
Status Drop Down List
button to select your current marital status.
Enter the values that match the new W-4 Form in the remaining fields.
In the Comments area, type comments to the approver about this request.
Click to select one of the following options:
E-mail me each step of the approval process radio button to receive an e-mail notification each time the request is approved.
E-mail me only on the final step of the approval process radio button to receive an e-mail notification only when your request receives final approval.
Do not e-mail me about this request radio button to not receive any e-mail notification about the approval status of your request.
Click the
